You have to achieve a good balance among these factors, and a good travel agent who knows about diving and great diving sites.
You may also ask a diving center for recommendations of great scuba diving destinations for your trip. Indeed, the main point of your trip is to go scuba diving but this doesn't mean that you can just leave out the land-based details of your trip. Normally, diving sites are surrounded by breathtaking sights and you wouldn't want to miss out on them since you are there anyway.
